Ministry of Commerce: Newly added 20 regions to carry out second-hand car export

Recently, the Ministry of Commerce and the Ministry of Public Security jointly issued a notice to further expand the scope of the second-hand car export business. On November 27, the Ministry of Commerce held a special work meeting to listen to reports on the preparations for the export of second-hand cars in 20 new places, exchange good experiences and good practices, and put forward work requirements.

Expand the second-hand car export business in areas including Tangshan City, Hebei Province, Taiyuan City, Shanxi Province, Ordos City, Inner Mongolia Autonomous Region, Shenyang City, Liaoning Province, Changchun City, Jilin Province, Nanjing City, Jiangsu Province, Yiwu City, Zhejiang Province, Wuhu City, Anhui Province, Fuzhou City, Fujian Province, Yichun City, Jiangxi Province, Zaozhuang City, Shandong Province, Zhengzhou City, Henan Province, Wuhan City, Hubei Province, Zhuzhou City, Hunan Province, Liuzhou City, Guangxi Zhuang Autonomous Region, Haikou City, Hainan Province, Chongqing City, Xinjiang There are 20 cities and prefectures in the Uygur Autonomous Region, including Yili Kazakh Autonomous Prefecture, Dalian City and Ningbo City. In addition to the first batch of 10 provinces and cities, including Beijing, Tianjin, and Shanghai, which were launched last year, there are 30 regions in the country that carry out second-hand car export business, covering 25 provinces (autonomous regions and municipalities).

According to the requirements, when carrying out the export of second-hand cars, all localities must strictly ensure the quality of exported products and after-sales service, improve the enterprise assessment and exit mechanism, and support competitive enterprises to carry out their business. Where conditions permit, it is necessary to establish supporting service systems such as inspection, customs declaration, warehousing and logistics, and financial credit insurance that are adapted to the characteristics of second-hand car exports.

Next, the Ministry of Commerce will work with relevant departments to establish a sound second-hand car export management and promotion system, and strive to enhance the international competitiveness of China's automobiles. Implement nationally unified export inspection standards and enterprise access standards, strengthen the construction of overseas after-sales service systems, encourage qualified enterprises to establish public spare parts warehouses in key markets, standardize export order, and create a good environment for promoting the export of used cars.
