'As of the end of November 2020, the city has built 385,000 charging and replacement facilities, including 62,000 public piles and 43,000 special piles. There are also 20 replacement power stations with a vehicle pile ratio of 0.8:1 in the city. It is at a leading level in China.” Wang Dajun, deputy director of the Science and Technology Information Department of the Shanghai Municipal Transportation Commission, revealed the construction of charging and swapping facilities in Shanghai at the 2020 China International Power Exchange Mode Industry Conference that opened on December 23.

Wang Dajun also said that Shanghai is in accordance with the country's strategic deployment and is stepping up to formulate a new round of implementation plans for the development of the new energy vehicle industry to accelerate the development of electric vehicles. It is estimated that by 2025, the city’s public transportation, rental, central urban logistics and distribution, postal, and official vehicles will basically realize new energy. At the same time, new energy sanitation vehicles will reach 80%, and pure electric vehicles will account for more than 50% of new personal vehicles. Increase the proportion of large-scale parking vehicles, construction vehicles and new energy vehicles.


On this basis, Wang Dajun revealed that at the same time Shanghai is speeding up the deployment of charging and replacement facilities, and strive to add 300,000 more by 2025. 'We are also studying to further strengthen the construction and management of charging facilities, and strive to improve the guarantee capacity and service level of charging. Both charging and swapping are energy supplement methods for electric vehicles.'


Wang Dajun said that Shanghai adheres to the principle of government guidance and market entities, promotes the layout of charging and swapping facilities, and has formulated special plans and construction technical standards for charging and swapping facilities, and has played a role in encouraging the development and promotion of charging and swapping facilities. Policy documents such as the method for interconnection and interoperability of charging and replacement facilities have accelerated the construction of the charging and replacement department.


It is reported that due to factors such as standards and regulations, development positioning, business models, application scenarios, land resources and other factors, the overall development of the power exchange model in Shanghai is still unbalanced. 'We support the innovative development of new technologies, new business formats, and new models. We welcome the diversification and convenience of electric vehicle replenishment methods. We will strive to create the same policy environment for the development of power exchange models. The market will ultimately choose whether to charge or exchange electricity.
