The planning period is from 2021 to 2035, and the long-term outlook is to the middle of this century.
First, planning basis
(1) Current status of development
Since the reform and opening up, especially the 18th National Congress of the Communist Party of China, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, my country's transportation development has achieved world-renowned achievements. The demand for passenger travel is growing steadily, and the demand for high-quality, diversified, and personalized travel continues to increase. It is estimated that the average annual growth rate of passenger trips (including car trips) from 2021 to 2035 is about 3.2%. The proportion of high-speed rail, civil aviation, and car travel continues to increase, and the demand for international travel and travel by urban agglomerations is growing. The eastern region will still be the region with the most concentrated travel demand in my country, and the growth rate of travel demand in the central and western regions will accelerate.
The demand for cargo transportation is rising steadily, and the demand for high-value, small-batch, and time-sensitive goods is rising rapidly.
