Wang Fengying, on behalf of this year’s proposal, proposes to focus on the forefront of the development of the automobile industry. In the context of the intensification of the clean and intelligent changes in automobiles, and the reshaping of the global automobile industry, he focuses on the globalization Issues such as the marketization of fuel cell vehicles and the commercialization of intelligent networked vehicles will promote the Chinese automobile industry to seize the commanding heights of the industry and achieve overtaking in corners.


Proposal 1: Respond to the national dual-cycle development pattern and promote the global development of China’s auto industry


In recent years, thanks to policy support, technological innovation, large scale and other first-mover advantages, China has cultivated the world's largest new energy vehicle market and new energy vehicle industry. The establishment of a new national dual-cycle development pattern in 2020 will usher in a new opportunity for the globalization of China's automotive development, and new energy vehicles will become an important breakthrough.


However, as foreign brands mainly focusing on Germany and Japan are making efforts in the new energy field, while China’s new energy vehicles are still dominated by domestic deployment, the golden window for 'going out' is compressed, High-end new energy automobile products have a small global influence, and the global development of China's new energy automobile industry is hindered by problems such as the dependence on imports of key technologies such as chips and cobalt resources or resources.


Therefore, representative Wang Fengying suggested:



Formulate a 5-10 year global development plan for China's new energy automobile industry;
Support the global development of enterprises with independent innovation capabilities in the field of new energy vehicles;
Build an independent global supply chain system to enhance the overall 'going global' strength of new energy vehicles;
Expand international economic and trade cooperation, and promote mutual benefit and win-win of enterprises;
Develop a global self-protection defense mechanism for key core technologies of new energy vehicles.

Proposal 2: Create a healthy development environment for the hydrogen energy industry and accelerate the marketization of fuel cell vehicles


In order to achieve the goal of carbon peak in 2030 and carbon neutrality by 2060, and to ensure national energy security, my country needs to develop the hydrogen energy industry for vehicles, carry out demonstration operations of fuel cell vehicles, and increase the proportion of hydrogen produced by renewable energy. , In order to accelerate the promotion of low-carbon emission reduction.


However, the strategic direction of my country's hydrogen energy industry is still unclear, the supporting policies are not yet complete, the management of hydrogen refueling stations is lacking, the hydrogen energy supply system for vehicles is not yet complete, and the ability to autonomy in key materials and components is still Insufficiency, vehicle manufacturing and excessive hydrogen prices have hindered the industrialization process. In order to support the large-scale demonstration and application of fuel cell vehicles, my country urgently needs to solve various problems exposed by industrial development.


Therefore, representative Wang Fengying suggested:



Develop a national top-level design for hydrogen energy and improve standards and regulations;
Guide to increase investment in basic research on hydrogen fuel cells, and break through the technical bottleneck of core materials and key components;
Accelerate the industrialization capacity of fuel cell vehicles and encourage multiple means to reduce promotion costs;
Strengthen the coordination of high-quality resources and optimize the environment for industrial development.

Proposal 3: Coordinating mechanism to promote the revision of laws and regulations and accelerate the commercialization of intelligent networked vehicles


As an important carrier of cross-industry integration and innovation, intelligent networked vehicles are driving extensive and profound changes in automobile product forms, transportation modes, energy consumption structures, and social operation methods, and are providing solutions for the exploration of automobile products. The environmental, energy, transportation and other social issues brought about by popularization have provided new ideas and new solutions.


However, the current industrial management methods are difficult to adapt to rapid breakthroughs in technological innovation in terms of product standards, applicability of laws and regulations, and industry access, which restricts and hinders the development of the intelligent networked automobile industry.

Accelerate the formation of a cross-department, cross-industry, and cross-field coordination mechanism;
Accelerate the development and revision of laws and regulations on intelligent networked vehicles;
Handle the relationship between technological progress and legal stability.
